Recipient shall be a student from Wyoming. First preference shall be given to a student from Niobrara, Goshen, Platte, or Laramie counties. Second preference shall be given to any student from Wyoming
This scholarship was established in the memory of Vina A. (Lacy) Cook in 1993 by her husband, Edmond, and daughter, Tena. Vina graduated from Chugwater, Wyoming High School and attended the University of Wyoming in the speech pathology program. She worked as a librarian in Pine Bluffs and Torrington, Wyoming and Stapleton Nebraska. She was active in her church and as a volunteer in the communities where she lived, serving as a 4-H leader, school board member and many other roles. She enjoyed gardening, crocheting and genealogy. At the time of her death, at age 54, she was actively participating in the cow-calf operation of the family ranch north of Lusk, Wyoming.
